The City of Dawson is launching a new Water Metering Program.
We want to charge customers fairly for our water services and ensure that they are sustainable well into the future.
Water meter installation is substantially complete across the City of Dawson. A total of 497 meters have been installed, with 478 currently operating and transmitting readings as expected. The remaining 30 meters are being reviewed by the City to ensure full functionality.

How we’re doing it:
2020 | Water Meter Planning: A plan was developed for the City to purchase, install, and use new water meters to better understand water usage in the community and update the current flat-rate billing structure with a metered billing system. The plan considered various water metering technologies and selected the best technology to address Dawson’s specific needs.
Winter 2021-2022 | Select Water Meter Contractor: The City engaged in a rigorous process to hire a contractor to complete the installation of new water meters under clear terms and conditions. Neptune Technology Group was awarded this contract.
Fall 2022 - Summer 2023 | Install Water Meters: Water meters were installed by Neptune Technology Group for all water service customers in Dawson (both residential and commercial). Bleeders were assessed and reconfigured to ensure they were working properly.
2023 - Present | Ongoing Installations and System Updates: Following the initial installation program, the City has continued installing meters for new developments and addressing system updates as needed.
2023 - 2026 | Water Meter Trial and System Review: During this period, the City collected data, monitored system performance, and worked to identify and resolve any issues with the system.
2026 | Mock Billing: Following the water meter trial and ongoing system review, the City will introduce a mock billing process in the third quarter of 2026. The first mock bill is anticipated in September 2026 and will reflect water use for the July to September period. Mock bills are for information purposes only and will not result in charges.
This will help customers better understand their water use and how future metered billing may be calculated.
2027 - 2028 | Update Water Rates Bylaw: Based on the information collected throughout the Water Meter Trial, the water and sewer services bylaw will be updated to include a metered water billing rate structure that is equitable and easy to understand.
How it affects you:
Water meters have now been installed across the City of Dawson. During installation, a qualified contractor from Neptune Technology Group, ensured that all bleeders were operating correctly and that customers understood how to use them. Appropriate bleeder use will be discounted from water bills, and reminders will be circulated when it’s time to turn bleeders on or off each season.
